NCSW and NCERT Unite to Combat Online Gender Violence in Pakistan

Historic Pact to Build Safer Digital Spaces for Women and Children in the Country

Islamabad: In a significant move to counter growing cyber threats and technology-facilitated gender-based violence (TFGBV), the National Commission on the Status of Women (NCSW) and the National Cyber Emergency Response Team (NCERT-PKCERT) have signed a Memorandum of Understanding (MoU) to collaborate on strengthening digital safety for women and children across Pakistan.

This strategic partnership signals a shared and urgent commitment to create a digital ecosystem that is safe, inclusive, and empowering—particularly for women and girls, who are increasingly vulnerable to online harassment, exploitation, and abuse. The collaboration focuses on prevention, protection, education, policy reform, and survivor-centered support.

At the MoU signing ceremony, NCSW Chairperson Ms. Ume Laila Azhar emphasized the critical nature of the alliance, stating:
“Online safety is a fundamental human right. Digital spaces are now part of our everyday lives—our homes, schools, and workplaces. We must ensure they are free of discrimination and violence. This partnership will focus on awareness, prevention, support systems, and reforms to build a fearless digital future for women and girls in Pakistan.”

Mr. Haider Abbas, Director General of NCERT, reiterated the organization’s dedication to protecting vulnerable users, adding:
“NCERT is honored to collaborate with NCSW in this vital mission. Together, we will develop accessible cybersecurity tools, conduct nationwide awareness campaigns, and engage policymakers, educators, and civil society. A resilient digital Pakistan starts with securing its most at-risk communities.”

Under the agreement, NCSW and NCERT will jointly launch public awareness campaigns targeting women, children, parents, and educators; design tailored cybersecurity solutions; support research on TFGBV; and hold capacity-building and training programs. The partnership will also foster youth engagement through internships and educational initiatives.

The MoU marks a turning point in Pakistan’s digital policy landscape, reinforcing the national vision for a rights-based, secure, and inclusive online environment—where women and children can explore, connect, and thrive without fear.
